Integrated into the Gov.pt portal, the Portuguese single digital gateway, the Virtual Citizen Shop is a platform that centralizes 225 digital public services for citizens and businesses, 107 of which with video call support. The guiding principle is clear: citizens should not need to understand the State’s internal structure to access public services, nor be required to provide information that the Public Administration already holds.
The Virtual Citizen Shop does not intend to replace but rather complement the in-person service delivery network, as the omnichannel model in place is crucial to ensure that the digital transition does not exclude citizens with lower digital literacy or those requiring personalized support.
Goals
The Virtual Citizen Shop aims to eliminate the complexity of navigating through different portals, applications and standalone systems to perform digital services, providing a single access point for multiple public services and addressing issues frequently reported by citizens and businesses:
- Long waiting times;
- Unavailability of tickets for in-person appointments;
- Different service models across organisms;
- Growing reliance on prior booking;
- Fragmentation of Public Administration's digital channels.
Main features and innovations
One of the project's technological pillars is the once only principle promoted by the European Commission, which determines that the State should not request citizens or businesses information that already exists in other public systems. This approach is implemented through the Portuguese Interoperability Platform, in alignment with the European Once-Only Technical System (OOTS).
The platform was designed with an incremental integration architecture, allowing each public body to integrate its services progressively, without the need to immediately replace its internal systems. This model reduces technological risk, facilitates institutional adoption, and accelerates the expansion of the service catalogue. Also, its underlying legislation determines that all entities present in the onsite Citizen Shops should integrate, gradually and progressively, their services on the new digital platform.
The platform's catalogue includes services for citizens and businesses, prioritizing areas of greatest demand and impact in the relationship with Public Administration, such as, for example:
- Change of address on the Citizens' Card
- Renewal of the Citizens' Card
- Renewal of Driving License
- Online company formation
- Update of business data, including name, registered office, and objects
The Virtual Citizen Shop is available through the Gov.pt portal and accessing services require authentication with the State’s secure digital identity mechanisms, the Citizen Card (smart-card national ID) and the Digital Mobile Key.
Impact
The implementation of this platform has a strong structural impact on the lives of citizens and businesses in Portugal, ensuring:
- Convenience and Accessibility: It allows citizens and companies to handle bureaucratic processes without the need for a face-to-face service.
- Humanized Support: Unlike purely automated counters, it integrates video calls with public administration assistants, ensuring that no one is left behind in the digital transition.
- Business Efficiency: Offers 149 exclusive services for businesses, facilitating licensing and corporate processes on a single platform.
Since its launch in November 2025, the Virtual Citizen Shops registers over 432.000 visits and 1,2 million requests (data from July 31st, 2026).
