Portugal has achieved 3rd place in the Digital Government Index 2025, released by the OECD, marking a substantial rise from the 11th position obtained in 2023. This result places the country among the global leaders in digital governance and confirms the consistent modernisation trajectory of the Portuguese public administration.
The index assesses the level of digital maturity of OECD member governments, based on dimensions such as the integration of digital technology into public policy design (digital by design), the strategic use of data (data-driven public sector), the provision of integrated and accessible public services, open data and data re-use, a focus on the needs of citizens and businesses, and the capacity for anticipation and innovation.
In Portugal's case, the recognition particularly highlights the provision of simple and integrated digital public services, the centrality of people and businesses in the design of solutions, and the strategic use of data to enhance the quality of decisions and public policies.
