Portugal is among the most advanced countries in the world when it comes to cybersecurity. In the International Telecommunication Union's (ITU) Global Cybersecurity Index 2024, it is categorized as one of the countries playing a leading role in cybersecurity.
According to the ITU, Switzerland belongs to the group of countries that are advanced but still have some catching up to do. Lino dos Santos relativises his country's lead. “When it comes to cybersecurity, we are all developing countries,” said the head of the Portuguese National Center for Cybersecurity in an interview.
Lino dos Santos presented his country's experiences in cybersecurity at this year's Swiss Cyber Security Days. He emphasized, among others, that in future the focus needs to be on users rather than technology. In the majority of cases, people are the weak spot in the defense against cyber threats, he said. He added that an overall strategy for cyber security is needed that covers internal and external security, infrastructure protection and defense against cybercrime.
